The only thing that my inexperienced eyes can glean from the log is
that your modem is configured for XON/XOFF flow control.  Maybe
you can try to change this to RTSCTS.

In SPOOL/etc/configure.ttyS0

ModemFlowControl:	rtscts

Also, make sure that your speed is high enough.

ModemRate:		115200

You should check other modem parameters using the user manual
that came with your modem.

Also check the /dev/ttyS0 settings with setserial and change if
necessary.
