Is this an USR modem issue - not supporting Class 2.0 properly?

USR modems are broken in many ways. Their Class 2.0 has lots of bugs, and they seem to vary a little bit with different models. The Class 1 also has some flaws, but they seem less severe than the ones in Class 2.0.

Generally speaking running Class 1 is recommended over Class 2.0 anyway.

What modem(s) would you recommend?

As far as single-port analog modems go I usually recommend the MultiTech MT5634 series.

If you don't care about V.34-Fax (SuperG3) then almost any Rockwell/Conexant or Lucent/Agere chipsetted modem *should* work quite well if Class 1 is supported.

USR modems usually were using TI chipsets in the old days. These days they're using 3Com chipsets which appear to me to function quite similarly to those TIs.
