"No carrier detected" means that a call was successfully placed
(according to the modem settings) by the modem but it never detected a
fax machine on the other end. So it generally means that the call was
not answered, that the call was answered by something other than a fax
machine, or that there is some kind of incompatibility between the modem
and the fax machine.
"No local dialtone" means that the modem is configured to look for a
dialtone before dialing and does not find it.
