I think this was already answered in older posts.
Correct printing of ISO-8859-1 characters requires a corresponding font
encoding in the PostScript file, i.e. in the cover page template.
How did you generate your cover template?
An example how to generate a font with specific encoding can be found
in the default cover page template on Debian. (looks like manually
created PostScript code.)
