I can reproduce your problem here.

Off-hand I couldn't say what it is, however.  I've never used 
ModemGroups myself.  I do know that assigning the job directly to a 
modem in destcontrols works fine.  I.e.:

  Modem = ttyS0

Only it doesn't seem to be working when Modem refers to a ModemGroup.  
You should probably file a report on Bugzilla.  Hopefully some 
developer that is familiar with ModemGroup can look at it.
