[hylafax-users] 'Modem' in DestControls apparently not working

I'm trying to set up a system in which certain destination numbers will 
be dialled via t38modem (ttyx[0-1]) and the rest will go out over a 
real line (ttyS0).  I've set the following in etc/config:

ModemGroup:             "any:  ttyS0"
ModemGroup:             "virt: ttyx[0-1]"
DestControls:           etc/destctrls

I've tried all manner of variations in etc/destctrls.  I'm sure it's 
being read by hylafax, since when I put in the 911 example from the man 
page, it rejected my attempt to send a fax to 911.  However, once I 
changed the line from:
.*911$    RejectNotice = "Calls to emergency numbers are not permitted"
to: 
.*911$    Modem = virt

it blithely ignores my Modem parameter and sets the modem for that job 
to 'any'.  I've tried using
^[+].*$   Modem = virt
as the sole line in etc/destctrls.  All my jobs still go to 'any'.  
Hylafax is apparently seeing my 'virt' modemgroup, since I can faxalter 
an existing job to send via it, but the Modem directive in destctrls 
seems to do nothing.  What am I missing?
