I'm not sure what you mean by "the dsp" getting set correctly.

It could be tested by making a test C program that linked the libtiff 
libraries and generated a TIFF file from some static raster data.  Then 
the test program would need to re-read the TIFF file and then decode it 
to raster and compare that against the original to make sure the data 
that was not corrupted in the process.  If it was corrupted, then the 
libtiff bug is present.

Feel free to code this up yourself and hang a patch on Bugzilla ;-)

Hopefully Debian users realize that they're using a very slow-moving 
distribution, especially when it comes to non-security-related issues.  
Believe me, I'm a big Degian fan, but it's just something that Debian 
users need to realize: the distribution base moves slower than 
molasses, and rebuilding your own DEB packages from DEB sources plus a 
patch is not a particularly simple procedure.
