As regards to debian,

says

2.8 Debian Linux and Corel Linux Installation
Get and install zlib. Copies are available at
http://www.cs.wisc.edu/~ghost/. 
Get and install libtiff from http://www.libtiff.org. 
Get and extract the HylaFAX source from: ftp://ftp.hylafax.org/source/. 
./configure 
make 
make install (must be root or equivalent) 
/usr/local/sbin/faxsetup (must be root or equivalent) 
Note that the HylaFAX package that Debian distributes appears to be
antiquated, and if so, will not work as outlined here. Instead of the
Debian package, use the sources noted here, and follow these
instructions with them.
