...how about this idea:

   specify an appropriate number of modem pools and put the modems in
question into the pools you want....issue the sendfax command with the
-h parameter and specify a modem-tty, which is in the pool you want
to select for that job.

...as long as you don't submit jobs without specification of a modem-tty,
the "any" group will not be selected....

...since modems can be part of more than one pool, just mess around with
possible permutaions of your TTYs and create pools for all type of jobs 
required...
