Does it produce a session log? If so, what does the session log say?
In all of my analog DID installations the one thing that seems to always
be in-doubt is the polarity on the DID line. You may want to try
reversing the wires. However, there is an AT command to do that, also, I
think.
That extremely useful but poorly documented function is AT*DP#, where the #
can be either 0 which is the default polarity or 1 which will reverse the
polarity. We find it's required in rougly 50% of MultiModemDID
installations.
