The modem is giving a misleading, improper, or otherwise ambiguous error 
message, which impedes HylaFAX from operating as you desire.

That said, please understand that ClassModem::NOANSWER should only ever 
refer to cases where the callee does not answer the call at all.  In the 
case that you're seeing the callee does answer, but just that the callee 
does not present a carrier to the sender.  So it's a "NO CARRIER" 
situation and not a "NO ANSWER" one.
