Does your rc.sysinit call on /etc/rc.serial? If it does, and if /etc/rc.serial does not exist, then create it with these lines:

modprobe lt_modem
modprobe lt_serial

On my RedHat/Fedora installs, /etc/rc.serial which is called by /etc/rc.d/rc.sysinit.
