Think of two Hylafax systems with default (or otherwise identical)
settings and only one modem line each.
Assume system A has a job for receiver X that always fails and will be
re-scheduled until a limit is reached.
Further assume System B wants to send a fax to system A and just tries
to send it when A is trying to send to X.
A's job to X fails and A re-schedules the job.
B will get a busy signal and re-schedule the job.
With identical settings and without jitter it may be possible that
several or all retries on System B will get a busy signal because A is
retrying in the same interval. With jitter this is very unlikely.
