The "NO CARRIER" indicates that, after detecting a V.21 carrier coming from the sender, the carrier was lost before any data was received from it.

What kind of phone lines are you using (is there a PBX involved)?

No PBX. However, we are using VoIP through vonage.

Well, that would do it, certainly.

Feel free to search the archives for "VoIP" and see what you come up with (recent posts especially). The bottom line is that VoIP is not a reliable means for facsimile communication. Luck may vary, but faxing with VoIP lines crossing the internet will almost certainly be problematic at best, I suspect.

FoIP is a different story, but I sincerely doubt that you're Vonage adapter does T.38.

If Vonage has somehow indicated to you that these VoIP lines are usable with fax, then I suggest that you contact them and tax their customer support resources until you feel inclined to get PSTN lines.
