Well, my initial guess, then, would be that it has to do with 
raising/lowering DTR.  You may want to read through the DTR-related 
issues in 'man hylafax-config' and see if altering the settings makes 
any difference for you.

Did this modem work with some older version of HylaFAX on this same 
system to your knowledge?
