Technically, ERROR is supposed to mean that the modem is on-hook, but I think that in this case it probably means that it detected the wrong carrier (+FCERROR). So for one thing, the modem's poor response here is not permitting the session to recover. Secondly, the fact that you're not using AT+FRS/FTS (I'd suspect because the modem doesn't support them) causes the likelihood of certain risks to increase, and one of them is this situation where we transmit a signal before the remote is ready, and then we go to look for its response, and the response is incorrect.
