I think this _is_ the problem.
IMHO faxmodem tries to inform hylafax about an available modem but  
hylafax is not ready (yet).

Your logfile extract only shows what we already know: Hylafax does  
nothing when you submit a job and starts sending after you manually  
restart it.
The interesting part is what happens at system startup.
