look for permissions of /dev/capi20 or /dev/isdn/capi20.

If you have devfs, manual changes to the permission will be lost when you restart the system.

Some versions of hylafax do not initialize the supplementary groups when switching user ID. (This bug is fixed in current Debian packages.)
If you have this bug, your user must have permission to read and write /dev/capi20 based on it's UID or primary GID.
