Basically HylaFAX sends training at all of the various speeds and never gets the CFR signal from the receiver. It's hard to explain why this would be the case unless the line connection between endpoints is just horribly poor. Is there anything that the receiver is giving out as clues as to what happened? Does this happen to all destinations?
