It likely just greatly reduced the likelihood of it happening.

In my experience with MT5634ZBA-V92 modems you can reduce those delays 
to zero.  It's a big benefit in broadcast faxing.

Note that not all makes and models of modems will support a zero-length 
delay on those, but the 5634s seem happy with it.
