Well, that's what the problem was.  Looks like you previously set 
MIMENCODE to something that HylaFAX didn't know existed in the new 
release.  You'll need to modify the new faxrcvd similarly if you want 
to use it.

Currently faxsetup only knows about mimencode and uuencode.  So it has 
no ability to utilize base64-encode.  Is that a program that came with 
your distribution?
