thanks for the info.  Got me started in the right direction.  BTW, I am
running the latest binary 4.1.8-1rh8

Solved this problem. 
But, turns out that the RingTimeOut was not needed to be any different.

I needed to set RingsBeforeAnswer to "2" since DID comes between 1st and
2nd ring.

Of course this caused extra time before the call was picked up.  So I
was able to shave about 6 seconds off of the answer time by setting
CIDNumberAnswerLength to the correct number of digits sent after wink by
telco.  This way, I got one ring, then the CID info was spit out by the
modem and trapped by hylafax.  With the correct number of digits
trapped, off hook to answer the phone and no waiting for second ring.

Can you point me to a how-to to apply a "CVS HEAD"?

This is fixed in CVS HEAD.

What version of HylaFAX are you using?

And that causes you to lose CID/DID information.  You need to increase 
RingTimeout (see 'man hylafax-config').
