I had a similar setup in Ottawa-Hull, with 613/819.
I had numbers in 613 and 819 which had to be dialed with only 7 digits,
somein 819 that needed 10, and lots in 613/819 that needed 10.

Been there, done that, and although painfull to setup, it works.

That data is needed either way, even if there was another mechanism,
that data is needed. For a given number, you need to know which case it
is. How you build the rules doesn't negate that need...

I feel your pain.... But that data is needed...
Depending on how cruel you are, an autodialer could probably get you
most of that data ;-) (Check your local telco regulations first!)
