What's likely happening here is that the mail is being delivered to the
one user, but since the standby-mode has kicked in, the KDE apps (kmail)
have politely "suspended" themselves. So, KMail can't automatically
forward the e-mails to other users.
I would look in to using HylaFAX's ability to route incoming faxes (man
faxrcvd, and read about the FaxDispatch section). I admit, it might be
a bit convoluted for those not familiar with Unix scripts.
Otherwise, using something like procmail to sort your mail instead of
KMail would get around the "pausing" as well.
