[hylafax-users] PAGE FAILED: Unknown problem (check modem power)

Im at a loss as to what could be the issue with this configuration.
Please help !

Background
1) hylafax working, up and in production as a paging system
2) hylafax stoped
3) test of telalert, installed configured then removed
4) confirmation with telalert that modems work via cu command to interface with a modem, recieve CONNECT
5) when dialing any random number (like my desk phone) the modem(s) used to dial , now the modem(s) return BUSY
6) phone lines & power have been checked -- the power has been cycled on all modems.

whats wrong with this thing
