Increase diald log level and see which packets causes the connection.
We used HylaFAX + diald in the past without problems.

HylaFAX must be able to communicate with a modem with AT commands, so,
unless you have special software/hardware, this is not possible; you have to
install HylaFAX on the system where the modem is connected.
