In fact, there are several Windows print-to-fax clients linked to from
the HylaFAX website, of which WHFC and Cypheus are merely the two I
remember best.  I haven't worked with Cypheus, personally, but it gets
good press; I have worked with WHFC, and I can testify that it works
well.

The only limitation I'm aware of, which seems universal, is that if you
want to *combine* output pages from different applications into one
faxjob, you're out of luck.  You'll have to pull them all together into
some program which can import all the different files.
