It seems clear what the problem is.
So, edit /var/spool/fax/etc/config.ttyS0
and
set
SessionTracing: 0xFFF
ServerTracing: 0xFFF

# killall mgetty

re-send a fax, re-look at messages and togeter with the above messages you
should now see which command HylaFAX sends to the modem and causes trouble.
