Dunno what you're trying to tell us, but this is certainly not
syntactically correct perl. Neither it appears to be semantically
consistent: Where is $fh defined? What is the purpose of ? The "cat..."
string does not terminate?!

Probably the reason is simply that your script is wrong? Your server's
log would tell more.
