In my case the CSI was not lying.

I already posted twice about this issue on the list.
Dmitry told me it's impossible that hylafax does this.
However now I see I'm not the only one to have this problem.

It happened with 2 different modems (different brands).

I've still the logs I sent to Dmitry if you want to see them.

c00006297 -> c00006300.
fax1 failed to number1
fax2 failed to number2
fax1 goes to number2
fax2 goes to number2
--> fax1 and fax2 to number2

another example:
c00002135 -> 2139
fax1 failed to number1
fax2 failed to number2
fax3 goes to number1
fax4 failed to number4
fax1 goes to number1
--> fax1 and fax3 to number1
