if you uncomment "atdt0" then you users do not have to dial 0?
maybe your problem is that your modem does not recognize the dialtone
of your pbx (in contrast to the dialtone of you phone company)
and reports BUSY in this situation.
have a look at your modem manual
try to add X3 to your dial command
