Your problem sounds like flow control

At the very least, these two parameters in your file:
> ModemHardFlowCmd:       AT&K3           # hardware flow control cmd
> ModemSoftFlowCmd:       AT&K4           # software flow control cmd

are different to ours:
ModemHardFlowCmd:       AT&E4           # hardware flow control
ModemSoftFlowCmd:       AT&E5           # software flow control

We use a more minimalist config file (for dialout only), the bottom half
of which I've attached below. Hope this helps...
