faxgetty and inittab(Linux 2.2.12)

i have placed the faxgetty in the /etc/inittab file as stated via the 
HylaFax FAQ files..however, it does not seem when the server is rebooted, 
that it is started/re-started......

my modem is on ttyS0 and my entry in the /etc/inittab file is

S0:23:respawn:/usr/local/sbin/faxgetty ttyS0

what am i doing wrong...?
