Hi Uwe,
I think you have a flow control problem.

> ModemType:              Class2          # use class 2 interface
> ModemRate:              38400
                          ^^^^^^^ 
Try 19200, most fax machines don't support more than 14400.

> ModemFlowControl:       rtscts          # default
                          ^^^^^^^^
Try xonxoff
