Problems with failed pages

I'm using hylafax 4.0pl2 on BSDi 4.0 with a USR Courier v.everything modem.

The problem looks like this in the logs:

Jan 25 09:57:39.31: [29996]: EXPECT ID (paging central identification)
Jan 25 09:57:41.31: [29996]: MODEM TIMEOUT: reading line from modem
Jan 25 09:57:41.57: [29996]: RECV ID ("ID=")
Jan 25 09:57:41.57: [29996]: SEND device identification/login request
Jan 25 09:57:42.93: [29996]: RECV ACK (login successful)
Jan 25 09:57:42.93: [29996]: RECV: Processing - Please wait
Jan 25 09:57:43.43: [29996]: RECV go-ahead (prologue done)
Jan 25 09:57:43.43: [29996]: SEND message block
Jan 25 09:57:43.96: [29996]: RECV: Bad Line - Please Call Back
Jan 25 09:57:43.96: [29996]: RECV EOT (forced disconnect)
Jan 25 09:57:43.96: [29996]: <-- [5:ATH0\r]
Jan 25 09:57:48.96: [29996]: MODEM TIMEOUT: reading line from modem
Jan 25 09:57:48.96: [29996]: MODEM <Timeout>
Jan 25 09:57:48.96: [29996]: MODEM input buffering enabled
Jan 25 09:57:48.96: [29996]: MODEM set DTR OFF
Jan 25 09:57:48.96: [29996]: SESSION END

The "Bad Line - Please Call Back" is an error Pagenet gives me when there's
too much line noise, etc.. The problem is, sendpage doesn't keep retrying
until the page is successfully sent, it just gives up at that point. On
normal errors, ie. busy signals, no dialtone, etc, it keeps trying. Is
there a way to force it to keep trying?

Thanks for any help.
