A few days ago, I ran into a similiar problem. Dialing to a faxmachine
located in another city failed because of the missing "area-code".
Sending to an nearby fax was successful.
I had the same error-message:

oo many attempts to dial
Dial 052012345 looks ok, but our telephone-system needs a leading "0"
the send dialtone. I´ve got it changing to ATDT0,052012345
