I'm guessing a little here, but shouldn't that be /usr/local/bin/faxgetty?

>faxq -m tty00

i have no idea what the -m flag does but if faxgetty is working it should
inform faxq without any need to manually tell it.

try:
# faxq
# hfaxd -i 4559

Before using sendfax try faxstat - it should report a modem on tty00

Try sendfax with the -v option, hopefully it will give a clue as to what is
wrong.
