Well, as this is reproducible it would seem to be an error in the Class 1 modem itself. Do you have another modem you could test with?What makes you think its the modem? It is more likely to be the international circuit. A lot of these will no longer carry FAX, as they use low bit compression for the voice. Some handle FAX specially, using something like T.38. A lot do not. A line has to be pretty bad for the V.21 stuff to fail, so a low bit rate channel is quite a likely possibility.

What kind of modem is this? What kind of phone lines do you use for international calls?
