I think it is "sendfax -S tsi" instead.

In receive situations you set CSI by setting LocalIdentifier from a
DynamicConfig config script.
In send situations, if UseJobTSI is true (by default it is not), you set
TSI in the hfaxd protocol. In sendfax you use 'sendfax -W'.
