In your modem config file set ServerTracing to 0xFFF.  Then restart 
faxgetty.  Then the syslog should give you some better idea as to what's 
happening (or not).

Every USR modem that I've ever been unfortunate enough to have met has 
worked ... at least as far as initialization ... with the default 
prototype config file.
