Let's say I have users who are in China and users who are in Russia and 
users who are in Germany and users who are in the USA.  Checking the 
locale on the system server will be inadequate for all of these, as one 
charset will not likely serve them all.

Maybe I'm wrong, though.  Tell me if you think I'm approaching the 
solution imperfectly.

Certainly other text within faxrcvd and notify is not internationalized 
yet, either (or even translated), but maybe this is a start.
