That information there is a bit outdated.  I tried to update things here:

 http://hylafax.sourceforge.net/howto/misc/installnotes.html#OSX

And the gist of things is that you should look to:

 http://bugs.hylafax.org/bugzilla/show_bug.cgi?id=370

The script provided there at that Bug report worked fine with older 
versions of OS X, but Apple likes to change things around (it seems) on 
every new release, so some of that script will need tweaking for it to 
work properly.  I usually run that script both before the install and 
after.  Someday it would certainly be nice to see that stuff work its 
way into './configure' and 'make install'.
