One strategy to help with the throttling would be to use ModemGroup or
ModemReadyState config options to designate only _some_ of your modem pool
as outbound modems, thereby making sure some of them stay idle for reception
duty. The result is a little more predictable than the 'intra-transmission'
delay you propose.

Subject: [hylafax-users] Phone line busy report
I'd like to create a report which gives me the times of day that the phone
line is busy, sending or receiving. I'd then turn this into a line graph,
so we could easily see what times of day the phone lines are most in use.
Right now the standard report only gives total time; I need to know if
that total time is all happening in the morning (and dead in the
afternoon), meaning I'd need another phone line to handle peak load. Has
anyone already done this, to save me some coding time?
That being said I think it would be useful to have the ability to set a
config option which said "between each outgoing job being dialed, wait at
least X minutes", ie rate limiting. This would leave a window for
incoming faxes to have a change to be received, instead of them getting a
busy signals because the outgoing jobs have saturated the line. Complex
time of day settings might be able to accomplish this... ?
