To put it bluntly: No.
In a _democratically governed_ project, that is *not* a valid choice for
*anyone* to make unilaterally.
Anyone is able to unilaterally start their own fork with their own
bugtracker, mailing list, website, &c. That is *not* to say that one can
unilaterally start a new bugtracker and mailing list and downloads
section and allow it to be inferred that they are official resources of
the HylaFAX project without the consent of that project.
If Lee needs to start his own fork (of the community, if not the code)
to feel comfortable -- very well, so be it. A great many projects work
well as benign dictatorships; it's a proven model. The world is
certainly better off with him contributing time and effort while doing
his own thing than we would be with such contributions not being made at
all.
But unilaterally starting a new set of resources and claiming directly
or through inference that those resources are endorsed by the HylaFAX
project (when in fact they are endorsed by Lee Howard) is simply dishonest.
Back to work, now. And I'm sorry (to myself, if nobody else) for
stepping back in; I really do have better things to do with my time than
make enemies of folks who really are by all indications very nice and
well-intentioned people.
