When I looked into setting this fax server up I got that old modem from
eBay for a whopping $15. I was under the impression USR was a decent
brand to purchase and, in fact, used to use a USRCourier before the
"broadband revolution" hit.

I never used one for dial-up, but I hear that they were good modems for data calls. However, just because they do data well doesn't mean that they do fax just as well.

I've looked at the modem info pages on the hylafax.org site and it seems
the recommended modems are pretty pricey. Are there any consumer-level
modems you would recommend? I'd like to keep this below the $100 level
if possible.

For the most part any old modem that has a Rockwell chipset that supports Class 1 will outperform that USR modem. You should be able to find those for free, I'd expect... if you know someone with an old modem in their computer or on a shelf.

Is this modem reset problem likely to occur frequently with this USR
Sportster?

I never really bothered to gather these kinds of statistics, sorry.
