Does the variable contain line feeds?
The command output substitution in Bourne Shell (`command`) replaces  
all linefeeds with spaces. If this is your problem you could use  
something like this:

COMMENTS=""
cat $METAMAIL_TMPDIR/mm*|while read line
do
   COMMENTS="$COMMENTS$line\n"
done
