I do this in /etc/rc.serial.  I don't think that it will work in 
/etc/sysctl.conf.  I do a 'modprobe 8250' first, though.

I don't understand the question.  HylaFAX is able to use 8 different 
ttys and is able to use them independently and simultaneously..
