I checked the things you mentioned:

No it wasn't. I remember changing it and changed it again, but after about 1
minute it reverts to
# ls -la /dev/ttyS1
crw------- 1 uucp uucp 4, 65 Aug 8 16:15 /dev/ttyS1
I changed it to rw for the group too (fax is in the uucp groups) but it
reverts automatically.

Yes, that worked as far as I can see. E.g.:

Yes, and both worked.
So I guess you pointed me in the right direction for the ownership stuff on
/dev/ttyS1 .
I looked around a bit myself but I do not know what process or script
reverts the settings to crw------ again, any suggestion?

did you do a: faxaddmodem ttyS1 ?
Did you try to connect to the modem with minicom /dev/ttyS1 or cu -l
/dev/ttyS1
