Hi, just had the same problem, the solution is here

http://groups.google.de/group/linux.gentoo.user.de/browse_frm/thread/ea81d4d03d2c40d9/59a7bb6c17481615?q=site:debianforum.de+-viewforum+-printview+REJECT:+Too+many+attempts+to+dial:+12,+max+12&rnum=1&;

unfortunately it is a german thread, but the summary for me is
that this seems to be caused by conflicting file acces rights/conflicting configuration.

  xps5000:/etc/hylafax# ls -l /dev/capi20
  crw-rw----  1 root dialout 68, 0 2005-07-19 10:46 /dev/capi20

after a
  xps5000:/etc/hylafax# chmod 777 /dev/capi20

it works for me

-> check your access settings
My solution is just a suggestion that works for me, maybe you have to think about security settings at your site!

Bernd
