Which means that your modem, like many other Venus-chipsetted modems has 
broken software flow control.

Because 15.4 (superfine) is considered an "extended" resolution, and you 
must enable it in your fax submission.  (sendfax -G)  In most cases you 
will not want to use extended resolutions so as to save on connection time.

Your /var/spool/hylafax/etc/xferfaxlog probably has some kind of problem.
